Born in Suffolk, Bernard Barrell was a WEA Music Tutor and the conductor of Woodbridge Orchestral Society from 1954 until 1985. He taught music privately and in schools and also adjudicated at numerous music festivals. Since 1965 he had been the East Anglian Regional Representative for the Composers' Guild. He was passionately concerned about the provision of music for those whose technical skills may be less advanced and who deserve music that is not impossibly difficult but still challenging.
